Job Title West Lothian Jobs Fund Trainee Learning and Development Administrator

Service & Location Operational Services, Whitehill Service Centre, Bathgate

Hours/Days of Work 26 Hours per week - Monday to Thursday 9am-4pm

Rate of Pay WLJF Trainee Rate  (6 Month Fixed Term Contract)

Purpose of the job

As a trainee Learning and Development Administrator you will learn how to assist the Learning and Development Team by providing administration support. This will include supporting the service in the delivery of training and supporting into work initiatives in line with the corporate Learning and Development strategy.

Job Scope

To learn how to deliver administrative support for all learning and development functions within Operational Services business areas, by supporting the Learning & Development Team.

Principal Accountabilities/Key Tasks

Procedural Notes

Assist in maintaining procedural notes and reference literature for use within the Learning & Development section, ensuring that all documentation is clear, concise and easily understood.

Research

Assist with researching training suppliers and identifying options and costs and presenting the information.

Procurement of Training Providers

Learn how to creation purchase orders for training providers on financial systems as agreed by service budget holders and the L&D Team Leader.

Training Records

Maintain training record systems to ensure all training details for employees are accurately and timeously updated.

Training Evaluation

Learn to input data into a range of systems and then collate and enter training evaluation feedback onto systems as required

Training Co-Ordination

Schedule planned training activities between the manager, provider and staff. Facilitate training programmes by sending out joining instruction and other relevant paperwork. Facilitate E-learning training delivery.

Performance Review Outcomes

Collate employee development requirements from the Performance Review and Personal Development Plan (PRPDP) process.

Apprenticeship Programme

Support the administration of the day-to-day running of the apprenticeship programme with in the service areas, co-ordinating quarterly reviews, managing the flow of absence reports from college and generating service attendance reports. Assist with the claiming of funding from SEEL, using the CTS system.

Training Programmes

Administer the Skill seeker / Modern / Adult Apprenticeship programme and ensure SEEL administration compliance requirements are met.

Internal Coordination

Working with the corporate Learning and Development Team and all service areas within Operational Service and occasional contact with other service areas within WLC. 

External Coordination

Maintain regular contact with training suppliers and Colleges of Further Education.  Contact may also be made with Operational Services' partners including training auditors, Scottish Enterprise, external providers of training, consultants, Careers Scotland, Skill Sector councils.

Essential

  • IT literate in full Microsoft Office suite.
  • Able to manage information from a variety of sources.
  • Able to present information in a usable format.

Desirable 

  • Persistence and drive to deliver an effective service
  • Familiar with the requirement of the Modern Apprentice programme
  • Experience of working with managers and able to handle complex enquires.
  •  Customer care qualification or equivalent.

Training

On the job training provided in addition to £500 Training Grant.
