Corporate Services
Apprentice Payroll Assistant

Duration: 2 years

VQ: Business & Administration level 2/3

College: Work based learning/assessment

Duties:

  • The accurate update of payroll related information to the council's HR/Payroll systems including, but not limited to, processing of new starts, leavers and changes, timesheets,  and student loan deductions.
  • Calculating and process sickness and maternity/paternity/adoption payments.
  • Processing and reconciliation of pay runs, reviewing exception reports, checking integrity of figures and process any non BACS payments.
  • Update of statutory information received from HMRC, DWP, Lothian Pension Fund and Scottish Public Sector Pension Authority.
  • Calculation of payroll advances and adjustments.
  • Work with spreadsheets and other software and reporting tools.
  • Investigating and resolving under/overpayments in line with council policy.
  • Prepare pension documentation as required by both the local government and teachers pension schemes.
  • Dealing with enquiries from councillors, employees and statutory bodies.  Complete enquiry forms for relevant agencies within agreed timescales.
  • Record and process verbal/email enquiries from the HR/Payroll helpline on a rotated basis, referring to appropriate officer as required,
  • Participate as required in developmental projects to review and implement service delivery improvements. 
Apprentice HR Assistant

Duration: 2 years

VQ: Business & Administration Level 2/3

College: Work based learning/assessment

Duties:

Provision of HR Advice

  • Assist in the provision of general advice and information to managers on the application of HR employment policy and procedures, terms and conditions of employment via the HR Direct telephone and email systems.
  • Assist with the support of the development of Mytoolkit by monitoring queries and that will assist Team Leaders about potential areas for further development to ensure up to date and relevant information is available on all HR policies, procedures and processes.
  •  

Employee Contract Administration

  • Assist with ensuring that appropriate and accurate documentation is completed and sent to the relevant parties within the specified timescales to enable the timeous processing of changes which affect the employment contract.
  • Assist with the preparation and review of contractual documentation including, but not limited to, statements of particulars, letters outlining changes to conditions of service and maternity/paternity notification.

Recruitment

  • Assist HR administrative staff on activity required to support the recruitment process.  This will include checking vacancy details, ensuring appropriate authorisations are in place, copywriting and proof reading of adverts, responding to queries and ensuring that all relevant appointment paperwork is completed accurately and timeously.
  • Support the development and roll out manager self-service of the recruitment system by undertaking coaching sessions and reviewing and updating user manuals as and when required.
  • Support the administration and invigilation of psychometric testing if required.

Specialist HR Support

  • Assist the provision of a range of specialist HR support tasks, including teacher's salary assessment, pensions administration, preparation and review of team KPIs and performance reporting, organising learning and development events, ordering and invoicing.
Purchase to Pay Apprentice (Finance)

Duration: 2 years

VQ: AAT Accounting Level 2/3

College: West Lothian College (Day Release)

Duties:

  • Provide a purchase to pay function and ensure a consistent and high quality service is delivered to customers, that is reflected through key performance indicators
  • Assist in the maintenance of IT finance systems including Purchase to Pay, Accounts Payable, General Ledger, Purchase Card, Treasury and BACS
  • Process requests for new suppliers and amendments to existing suppliers within agreed timescales
  • Import supplier catalogues to corporate purchase to pay system
  • Ensure that invoices are processed timeously through purchase to pay systems enabling the council to meet its performance targets including payment within 30 Days Statutory Performance Indicator
  • Perform reconciliations of the interface files to the General Ledger, Purchase to Pay, Bank and Purchase Card systems
  • Process purchase orders routed to the Purchase to Pay and Systems team in accordance with Standing Orders
  • Analyse payments to ensure correct application of Construction Industry Scheme rules and remove duplicates prior to executing payment run
  • Prepare and maintain treasury management function including CHAPS payment processing and internal bank transfers
  • Prepare and submit Construction Industry Scheme monthly return and payment to HMRC
  • Reconcile suspense accounts and advise colleagues within FMU to allow corrective action to be taken
  • Assist in analysing data matches for the National Fraud Initiative
Apprentice Administrative Assistant

Duration: 2 years

VQ: Business & Administration Level 2/3

College: Work based learning/assessment

Duties:

  • Job costing of repair lines, reconciliation, data entry and submission of payroll information
  • The accurate recording of information into a range of systems and spreadsheets and produce reports on this information and to provide advice and support to other employees on the use of these systems
  • Analyse and report on workload, response targets and performance against targets
  • Preparation of minutes from a variety of meetings and deal with sensitive information in a confidential manner
  • Undertake goods received tasks such as order processing, invoice matching and dealing with invoice/supplier queries
  • Receive, verify and process documentation for other services, external customers and suppliers
  • Maintain sickness absence records, including the updating of spreadsheets , the production of essential correspondence and reports to management to ensure relevant policies are being adhered to
  • Provide a help/support desk function to customers which includes taking calls, entering information into and interrogating systems, arranging appointments and investigating and responding to enquiries and complaints
  • Monitor and arrange servicing and safety checks for customers ensuring performance targets are achieved. This will involve liaising with customers and trades operatives and updating relevant systems and preparing correspondence and reports
  • General administrative duties including scanning, photocopying, filing, records management, maintaining office supplies and dealing with incoming mail 
Apprentice Clerical Assistant

Duration: 2 years

VQ: Business & Administration Level 2/3

College: Work based learning/assessment

Duties:

General Administration

  • Provide clerical support for school functions and events e.g. buses, school trips, prize giving.
  • Photocopying , maintaining filing systems, cataloguing and school record systems
  • Provide clerical support to senior school staff in assisting with the production of minutes & reports etc.
  • To provide general assistance as required by school office staff
  • Plus any other duties as directed

 Finance

  • E-procurement -  order, receive and  check all goods coming into the school
  • Assist in the maintenance and administration of accurate records in relation to school accounts
  • Collection and recording of monies for school trips, events and functions and preparation of money for banking.
  • Assist in maintenance of school accounts - fund, uniform accounts, transport, staff development and devolved budgets.

Data Management

  • Assist in the maintenance of records on school MIS and produce reports where necessary e.g. Registration, attendance and free school meals list.
  • Update data within school MIS to comply with  SCOTXED returns
  • Assist with the organisation of all school and council literature e.g. parents' handbook, student diaries, parents newsletter.

Communication

  • Carry out reception duties and assist with the effective flow of communication across all staff, pupils, parents and visiting services e.g. mail, email, telephone messages.
  • Contribute to the revision and update of communication methods in accordance with council policy.

Security/Health & Safety

  • Ensure adherence to Council School Security Policy e.g. Ensure visitors' protocol is adopted and followed and assist Head Teacher in ensuring compliance with Health & Safety procedures, in relation to your school function.
Apprentice Audit Assistant

Duration: 2 years

VQ: Business & Administration Level 2/3

College: Work based learning/assessment

Duties:

  • Document systems, conduct and record audit tests
  • Discuss audit findings with customers
  • Prepare relatively straightforward audit reports
  • Assist with the preparation and update of guidance documents  in relation to risk management and business continuity planning
  • Update and prepare reports from the council's risk register
  • Analysis and review of financial and non-financial information
  • Assist with the verification of specified performance indicators and other performance information;
  • Assist with the review  and investigation of data matches in relation to suspected fraud;
  • Provide general clerical and administrative support, including minute taking, note taking, preparing presentations, photocopying, etc.
  • Any other duties as directed by the Senior Auditor or Audit and Risk Manager.
Apprentice Waste Data Technician

Duration: 2 years

VQ: Business & Administration Level 2/3

College: Work based learning/assessment

Duties:

  • Work with spreadsheets and other software and reporting tools
  • Liaise with numerous waste management partners to receive timely and accurate waste data reports;
  • Verify accuracy and input into Waste Data Flow on line reporting tool
  • Assist with the project to streamline the council's reporting to make this more automated, timely and less labour intensive
  • Keep up to date with required changes in Waste Data Flow reporting and help contribute to how this can be achieved
  • Liaise with administration and finance to ensure consistency of reporting with other systems.
  • Assist with ongoing and new projects including, but not limited to the introduction of Food Waste collections, glass recycling sites and commercial waste recycling collections
  • Assist with preparation, updating and verification of performance reporting internally within the council (Covalent) for Waste Services and specified performance indicators and other performance information;
  • Respond within set timescales to a variety of requests for data information from within the service or out with.
  • Dealing with verbal/ e-mail enquiries from a number of customers, for example waste partners, councillors and statutory bodies.  Complete enquiries within agreed timescales.
  • Provide general clerical and administrative support, including minute taking, note taking, preparing presentations, photocopying, etc.
  • Any other duties as directed by the Waste Strategy Officers, Project Managers and Waste Services Manager.
Apprentice Data Analyst - IT department

Duration: 2 years

VQ: IT and Telecommunications Professional Level 3

College: Work based learning - some attendance at college may be required

Duties:

  • Deliver technical support to all members of staff within the council based on IT Infrastructure Library (ITILv3).
  • To support the systems utilised by the council, to ensure reliability and accessibility as required by the customer.
  • Assist the service centre team in the elimination of recurring incidents. 
  • Provide technical assistance and support to IT staff undertaking project related tasks.
  • Assist with the maintenance of the Service Catalogue.
  • Support the IT Service Centre within an established quality standards framework to support Key Performance Indicators.
  • Be aware of efficiency improvements within the team's delivery operation and processes to maximise measurable outputs recognising that the post exists within an ever-changing technical environment.
  • Develop technical skills while participating in projects that involve the delivery of a technical platform or system.
  • Develop relationships and communication with IT staff, customers and key users
Apprentice Social Care Support Worker - Care Homes

Duration: 2 years

VQ: Health & Social Care Level 2

College: Work based learning - some attendance at college may be required

Duties:

To provide direct personal care where required in accordance with the service user's individual care plan by, for example:

  • Assisting/supporting with personal hygiene and appearance, i.e. bathing, shaving, nail cutting, attending to laundry
  • Assisting/supporting with dressing/undressing
  • Assisting/supporting mobility
  • Enabling service users to eat and drink
  • Enabling service users to access and use toilet facilities
  • Contributing to the management of service users continence
  • Enabling service users to achieve physical comfort
  • Contributing to the care of the deceased person
  • Enabling service users to maintain contacts in potentially isolating situations, e.g. due to poor mobility, communication problems due to a stroke, assistance with Letter writing
  • Administering medication in accordance with Council Guidelines

Operational Services
Apprentice Gardener

Duration: 3 years

VQ: Horticulture Level 2

College: SRUC - Oatridge Campus

Duties:

Assist the NET's, Land and Countryside Service to provide a comprehensive service relating to the development and maintenance of green spaces throughout West Lothian.

  • Adhere to all health and safety procedures.
  • Carry out planting, pruning and seeding of various areas throughout West Lothian.
  • Mark out sports areas, including the upkeep of artificial/synthetic pitches.
  • Maintain golf fairways and greens in various locations throughout West Lothian.
  • Assist with tree surgery and the felling of trees.
  • Cut grass, prune overhanging branches/shrubs, scraping of weeds, hedge cutting/trimming and other general maintenance as and when required.
  • Inspect, maintain, service and operate powered hand tools and light plant.
  • Carry out general soft/hard landscape maintenance within the cemeteries of West Lothian.
  • Ability to undertake study and plan own work.
  • Ability to work in a team.
Apprentice Roadworker

Duration: 3 years

VQ:  Highway and Maintenance Level 2 & Highway and Maintenance NPA

College: Edinburgh College - Granton Campus

Duties:

Assist the Roads Department to provide a comprehensive service relating to the construction and maintenance of roads and footpaths within West Lothian

  • Adhere to all H&S aspects of the job and where appropriate in accordance with 'Safety at Street Works and Road Works', Code of Practice.
  • Assist in the interpretation of utility drawings and marking of sites for the avoidance of utility plant.
  • Assist in the interpretation of plans and specification drawings for the setting out of work.
  • Where it permits and the necessary driving licenses held - duties may include operating plant and equipment.
  • Assist in the construction of drainage, manholes, roads and footpaths.
  • Assist in road marking.
  • Erection of new signs and pedestrian barriers.
  • Participate in the delivery of the Roads Winter Service and emergency service provision.
Apprentice Mechanic

Duration: 4 years

VQ:  Heavy Vehicles Maintenance and Repair Level 3

College: Edinburgh College - Sighthill Campus

Duties:

To assist Fleet & Community Transport to provide a comprehensive service relating to the maintenance and repair of a mixed fleet of vehicles within West Lothian Council.

  • Adhere to all health and safety procedures and maintain good housekeeping standards.
  • Establish a good working relationship with customers, ensuring that their needs are met.
  • Ensure all vehicles are maintained and repaired to the correct standard.
  • Prepare and inspect light/heavy vehicles for MOT.
  • Carry out planned vehicle safety inspections and servicing.
  • Provide breakdown cover and roadside recovery.
  • Accurately complete paperwork within the required timescales.
  • Any other duties commensurate with the grade of the post.
